We want to change our world so there are no barriers to people with sight loss.Job DescriptionResponsible for:Providing assurance that RNIB's risks are well managed and all reporting and statutory requirements, particularly compliance, are met in full. To be achieved through:Leading on RNIB's compliance activity, holding colleagues to account and ensuring overall statutory compliance requirements are met in full.Leading on risk management oversight for the organisation, ensuring all areas of the organisation take a risk-based approach to all levels of activity, ensuring functions have risk based decision making and providing assurance that risks are being well managed by the organisation.Supporting and liaising with the Executive Leadership team to ensure compliance and risk management are an integral part of the culture.Financial responsibility:Budget management for team, including relevant third party costs (particularly internal audit)Key Responsibilities:Be accountable owner for, and deliver against, RNIB's organisational objective(s) on compliance and risk control (overseeing risk management across the RNIB), with direct accountabilities to Board, and ARAC in particular.ComplianceHold operating teams to account on their delivery compliance, through (not exhaustive): direct interactions, reporting mechanisms and leadership of cross-organisation compliance working group(s). Coordinate and deliver assurance work on whether risks are being adequately mitigated and whether the organisation is sufficiently compliant.Lead on development, maintenance and continual improvement of risk and compliance reporting across the organisation to ensure it robustly meets statutory requirements.Drives a culture of compliance across organisation, progressively moving colleagues toward wider focus on quality (that underpins compliance).Direct line management for specific compliance and risk resource within the organisation, and coordinate across the RNIB via cross-organisation committee(s) to ensure group-wide effective compliance and risk management with collaboration and cooperation between first and second lines of defence.Risk and AssuranceDeliver a risk management function that informs strategic decision making, ensures the business is operating within an agreed risk appetite and provide a particular focus on assurance activities and their effectiveness.In delivering this, be accountable for maintaining and implementing the risk policy, risk appetite statement, training content and a risk management framework (with input from the ELT, ARAC and board) and provides tools and guidance to staff on this.Within this, oversee the functions' risk registers and manage and optimise the organisation's risk registers and recognise and adhere to external standards as relevant.Provide strong support to the CEO and trustees in driving a risk-based culture across the organisation, where consideration of risk and appropriate mitigating actions are embedded.Internal AuditManage the internal audit function and procure internal audit resource directly or as directed by the Audit, Risk and Assurance Committee.Lead on risk, compliance and internal audit matters at the Audit, Risk and Assurance Committee, along with the internal audit resource. Effectively manage relationships, coordinate content, and provide leadership as needed. This will likely involve regular interaction with Board, particularly members of the Audit, Risk and Assurance Committee.Lead monitoring and follow up with managers to ensure that all internal and external audit and compliance actions are implemented in appropriate time frames.Business ContinuityDevelop and maintain the business continuity plan, ensuring all staff are familiar with it, and testing and reviewing its effectiveness on a regular basis.Undertake any other duties commensurate with the post.The Successful Applicant1. Specialist Knowledge, Skills and Experience1.1. Significant experience in delivering organisational compliance frameworks and reporting across various areas related to RNIB's activities, such as fundraising, commercial income generation, cyber security, safeguarding and data protection (personal and/or payment card industry). Technical expertise across all of these areas is not essential.1.2. Experience of working directly with one or more regulators relating to above activities.1.3. Significant experience of leading a risk management function within a large organisation.1.4. Experience of working with an internal audit function whether internal or external providers.1.5. Experience of direct working with committees/boards, providing papers and leading decision making therein.1.6. Effective relationship and stakeholder management skills enabling you to drive business requirements forward beyond your line management control. You will effectively liaise with stakeholders at all levels, both internally and externally, including regulatory bodies.1.7. Experience of working in the not for profit/third sector (desirable).1.8. Knowledge of project management techniques (desirable).2. People management skills/ team working skills2.1. Ability to work as part of and contribute to an effective management team.2.2. Ability to influence colleagues, without requiring direct line management, at all levels (up to committee/board) to accomplish change. For example, to drive through actions on audit findings.2.3. Demonstrates a level of effective challenge to accepted practice where appropriate up to and including the key strategic beliefs of the organisation. Experienced in identifying and managing conflict and willing to escalate material concerns.2.4. Experienced in building alliances and maintaining effective relationships.3. Planning and Organisational skills3.1 Ability to work under pressure and meet multiple deadlines whilst delivering to a high standard.3.2 Able to remain calm and in control when challenged or in the face of setbacks.3.3 Experienced in prioritising and scheduling events, activities and resources. Sets up and monitors appropriate performance measures.3.4 Ability to consider the long-term impact and wider implications of their decisions.3.5 Able to be self-motivating and plan own schedule of work.4. Problem-solving and creative skills4.1 Demonstrates a broad strategic view of the issues affecting RNIB's beneficiaries, customers and services and an understanding of the implications and impact of these on the organisation.4.2 Relevant experience of identifying key issues, making high level decisions through evaluating information in a logical manner and making systematic and rational judgements.4.3 Able to evaluate information at the appropriate level of detail for the circumstances.4.4 Ability to be commercially aware and able to offer commercially oriented solutions to business issues and problems whilst recognising the potential value of non-financial outcomes.5.
