Bolton Council is a proud member of the Greater Manchester Combined Authority (GMCA). The council is responsible for delivering public services including schools, sports and leisure, libraries, museums and culture, children’s and adult’s social services, corporate property and operational services. As we look to 2030 and beyond, the local authority and its public as well as private sector partners are drawing on the qualities that built our great town in the 19th century. Our Bolton 2030 vision aims to create an active, connected, and prosperous town benefiting all our communities and citizens.
Local Authorities across the UK hold large Real Estate (assets made up of buildings and land) which have been acquired, inherited, or gifted over many years. Bolton Council owns or operates over 1,722 land and building assets, with a total owned buildings value of £676 million and land ownership of approximately 2,086 hectares (equivalent to 3,898 football pitches or just over 8 square miles).
A key enabler to delivering our Bolton 2030 vision and goals is how we use all our resources, including our land and buildings.
The Directorate of Corporate Resources is the business hub of the Council, providing a wide range of services including Human Resources, Organisation Development, Health and Safety, Welfare Rights, Finance, Audit and Risk, Technology, Corporate Property, Marketing, Events and Communications, Democratic Services, Elections, Legal, Libraries, Museums and Archives and Revenue, Benefits and Customer Services. The Directorate also plays a key role in co-ordinating activity and initiatives across the council, working with our partner organisations and providing support to elected members and the Chief Executive. In October 2020 the council adopted a Strategic Asset Management Plan (SAMP) 2020-2025. The purpose of the SAMP is to provide a framework within which the council can secure the operational and financial benefits of the corporate estate which aspires to standards of best practice.
The SAMP provides an overview of our land and property estate, based on a five pillar approach that focuses on managing and developing the estate over the next five years. The five pillars include embedding a culture through a corporate landlord model that recognises property assets as a key corporate resource; maintaining and developing the management of our property assets to continually improve how our assets work for us, optimise returns and minimise operational costs; supporting economic growth and regeneration by helping to revitalise town centres through a modern offering which fosters greater social interaction, community spirit, local identity and heritage; developing innovative One Public Estate & Partnerships to maximise the benefit of the corporate asset base, through co-location with partners and the development of integrated service delivery partnerships and supporting the Strategic Housing delivery plan by providing the right types of houses in the right locations; aligning property, housing strategy & planning policy; and identifying and developing land for annual housing unit numbers.
This is an exciting time for Bolton as we build on from 2025 looking ahead to 2030 and beyond, with great things delivered already and a fantastic plan for Bolton Council to create and implement.
