Barnsley MBC is a high-performing Council which has consistent strong leadership and delivers excellent services for residents, businesses and communities. Our Council Plan for 2021 to 2024 sets out what we aim to achieve over three years. Our plan gives us a clear direction to recover from the COVID-19 pandemic and build our borough back better and fairer. It focuses on how we collectively deliver our services across the council to best support residents, communities, partners and business. It explains what we want to do, how we plan to do it, and how we'll measure whether we're on track to achieve it.
The Council Plan has been developed by the work that has taken place for the Barnsley 2030 project through a series of activities with residents, businesses, employees and other key stakeholders across the borough to build a picture of what Barnsley is like now and want it to be like by 2030.
We have five new priorities which are supported by 12 outcomes:
There’s enormous growth potential in our borough. Our ambitious Local Plan nurtures better homes, jobs, services, transport links and commercial development to boost our economy. Our award-winning developments, The Glass Works and The SEAM digital campus, run alongside a multi-million pound investment in our Principal Towns and Local Centres, showcasing our commitment to creating an economy that benefits everyone.
People are our greatest asset and resource. Earlier this year, we launched our People Strategy, designed to help employees be the best they can be, making sure they feel empowered to share their ideas and have the support, opportunities and inclusive culture they need to thrive. It will help us to be in the best place possible to deliver on our Barnsley 2030 ambitions and Council Plan priorities.

Matt has recently joined Barnsley Council from North Yorkshire County Council where he was Assistant Director Growth, Planning and Trading Standards. He is responsible for services across the Place directorate including our Environment, Transport and Economic Regeneration services.
Kathy McArdle was previously Director for England and Cities for the British Council, working to place international cultural relations at the heart of city growth in the UK and developing the Global Cities strategy for the organisation. She has a long track record of working as a cultural and creative industries entrepreneur, having spearheaded the capital programme for Project Arts centre as part of the regeneration of Temple Bar Dublin in the late 1990s, and served as Director of the vibrant Lemon Tree Arts Centre, Aberdeen from 2002. She worked in Liverpool with a number of cultural organisations in the run-up to the Liverpool EU Capital of Culture year 2008, developing Liverpool’s long-term cultural strategy, and subsequently developed the Visitor destination strategy for Salford Quays and Media CityUK, Manchester.
In 2013, she became CEO of The Creative Quarter in Nottingham, the city’s flagship project for economic growth and enterprise development which was awarded a European Commission Enterprise Promotion Award in 2015 for Improving the Business Environment.
Rachel has overall responsibility for all asset management services, construction services (including all maintenance and construction projects) and our FM services across all our offices, public facing services and and workspaces. She manages a team of 75 people with a smile on her face and loves the challenges of her job - no day is ever the same.
Maria's role supports the vibrancy, diversity and sustainability of Barnsley Town Centre and the six Principal Towns within the Borough by managing a diverse range of regeneration and economic recovery projects. Previously she was at Kirklees Council responsible for development of the markets as a trading service, ensuring the markets remained a vibrant and successful part of the Council’s services and management of town centre events.
