As we continue to grow and evolve, we want a commercially astute and proactive Senior Procurement Manager to join out team, who will help us ensure that the way we contract and purchase now and in the future delivers the right services aligned to our company values.Job DescriptionAs a Senior Procurement Manager you will be;Accountable for, and to lead on and continuously develop and deliver an effective, efficient, public sector-based procurement service for The ACC Liverpool GroupLead, manage, and monitor the ACC Liverpool Group's public sector procurement procedures and processes in accordance with changing and relevant legislation and best practice.Lead on and manage the continuous review, development and improvement of systems, processes and services in support of the ACC Liverpool Group's commitment to a comprehensive and coordinated approach to procurement.Be the company expert on all matters relating to procurement, supporting the SMT and managers with senior advice relating to all procurement matters.Provide expert advice so managers regarding the procurement of a range of contracts for goods, works and services in accordance with agreed deadlines and performance indicators to ensure that The ACC Liverpool Group obtains value for money for all externally purchased goods, works and services.Lead the procurement function and be the line manager ensuring to undertake departmental manager's responsibilities (planning, delivery, performance and communication); people management and adherence to all people processes.Leading on the drafting and managing departmental budget(s); driving and implementing departmental efficiencies.Leading on and owning all departmental policies and associated communications internally and externallyAdvise the COO and provide the proposals to ensure the upskilling of the business on procurement responsibilities and governing legislation/obligations; setting and delivering departmental training plans; health & safety duties for your team and managing any specific procurement related risksAs the internal expert on procurement support managers by providing advice on options appraisal, tendering strategy, and the development of selection and evaluation criteria, and to advise on every aspect of the procurement process.Provide expert advice to managers to reduce procurement costs by identifying areas suitable for collaborative contracts and to develop appropriate contractual arrangements.Owning and leading on the review of the procurement provision ensuring it is delivering in a legal, ethical and accountable manner in accordance with regulatory requirements.Provide expert procurement advice, guidance and support to the senior team on strategic procurement matters and updates to the COO as required.As the senior PM when necessary and at a senior level, liaise and communicate with suppliers and contractors, and other organisations, both verbally and in writing as required.Own, manage contract and supplier relationships to develop, review and maintain the contracts register and any approved supplier lists.Assume responsibility for the research and analysis of procurement projects; and using the information gained, advise managers as to the appropriate course of action.Maintain, complete up to date accurate working papers, reports and spreadsheets on all tender activity to provide appropriate evidence to auditors, and for quality assurance purposes. Developing, devising and owning improvements to current papers, reports, spreadsheets and processes; improving accuracy and efficiency.Manage the production of the wide range of procurement related data as required to meet public sector procurement obligations and to support corporate objectives, for example, the collation of data relating to achievement of social value targets.The Successful ApplicantSkills and Qualifications required;You must have extensive knowledge and understanding of public sector procurement related statutory and legal requirements (procurement regulations including new regulations 28 Feb 2025) and contract law relating to procurement.You must have a proven track record of working with public sector procurement frameworks and experience of managing and leading on large-scale public-sector tendersDetailed understanding of the ability to understand and manage risk in relation to contract management with strong negotiation skills.Comprehensive and detailed understanding and technical knowledge of public sector procurement processes organisational skillsExtensive experience in supplier and stakeholder management within a complex environmentYou would have creating procurement strategies as well as managed projects.Experience using computerised procurement systemsDemonstrable experience of managing staff (1 report)Ideally Chartered institute of procurement and supplies (CIPS)*Please note, this role will require you on -site a couple of times per month in Liverpool, ideally more frequently but some flexibility. You will ideally live within a 2 hour commute to Liverpool, and you MUST have public sector procurement experience.
