South Wales Fire & Rescue Service is seeking a dynamic Senior Accountant to join our headquarters team.The Senior Accountant role is wide ranging role covering all areas of running the busy "award winning" finance team.The role will cover areas including;Management Accountancy, Capital Accountancy, Financial Reporting, Treasury Management and Team Management.Duties will include (but not limited to);To assist in the development of the Medium-Term Financial Strategy. Develop forecasts and modelling for sensitivity analysis for medium to long term financial planning.To co-ordinate the accurate completion of all annual budget submissions and take a lead role for the finance team in developing and compiling the Authority's annual revenue and capital budgets.Responsible for monitoring budget performance, identifying opportunities for cost savings and efficiency improvements.To lead on the development of strategic capital investment plans as part of the medium and long-term capital planning process and in support of the annual budget setting.To manage the Authority's treasury function including the preparation of the annual treasury management strategy statement.To lead on the development, review, and update of robust, internal Treasury Management Practices (TMP's)To plan and co-ordinate the closure of accounts process and prepare the annual statement of accounts (SOA).To undertake management responsibilities for the Finance Team including the resolution of operational and performance issues.To adopt a customer focused approach to developing and delivering services i.e. provision of better, more timely, accurate information to internal stakeholdersA full job description and Person Specification can be provided for the role on request.The Successful ApplicantThe Senior Accountant should be;CCAB qualification (ACA, ACCA, CIMA or CIPFA) with relevant experienceExperience of Public Sector finance, i.e. management accounting, financial accounting, reporting, and the annual closure of accounts process.Proven experience of team supervision, demonstrating the ability to lead and develop people and effectively manage performance.Experience of continuous improvement in developing and improving services to stakeholders.A strong collaborator with ability to support, challenge and connect with team members, peers, and external stakeholders.Strong self-discipline and self-motivation, demonstrating the ability to manage time effectively, prioritise, and maintain focus and productivity in a high-pressure environment.Accurately prepare and analyse financial statements, budgets, forecasts, and other financial information to provide actionable insights and recommendations for decision making.What's on OfferA permanent contract with a leading Public Sector organisationSalary currently £48,478 - £49,498. The Authority is currently awaiting a pay increase subject to negotiation.
