Job Description

* Deliver a professional, best practice and compliant end to end procurement service including strategic contract management, for medium sized procurements/contracts as allocated and delegating for Procurement Managers where appropriate.

* Ensure compliance with contract standing orders, publication scheme and transparency obligations.

* Work closely with budget holders, contract managers and officers across the Combined Authority to deliver best practice procurement and contract management through value for money solutions, with greater emphasis on procurements/contracts that have been categorised as non-strategic.

* Provide advice and guidance to stakeholders (including budget holders, managers, officers and suppliers) in the use of the electronic financial management, e-Tendering and contract management systems.

* Responsibility for running tender processes in a professional, compliant, and timely manner and working closely with budget holders to ensure that they undertake the same.

* Ensure the Combined Authority's Contract Standing Orders are followed and compliance with Combined Authority's policies and all relevant statutory legislation.

The Successful Applicant

* Experience of working in a commercial, procurement or contract management function procuring a
wide range of products, works and services.
* Strong working knowledge and understanding of tendering procedures, procurement and contract
management principles and practices and their application.
* Comprehensive working knowledge and experience of EU Directives and Public Contracting
Regulations.
* Demonstrable understanding of government and procurement procedures.
* Demonstrable knowledge and experience of managing an e-procurement system.
* Experience of developing, improving, and applying processes and systems.
