This role sits within a growing Commercial Function responsible for improving procurement outcomes, value for money, and commercial governance across a range of complex programmes.Job DescriptionAs Commercial Manager, you will play a key role in the delivery of a major facility upgrade programme. You'll lead the procurement of a series of works and services packages and work closely with project managers and technical stakeholders to ensure contracts are delivered on time, within budget, and in line with public sector compliance.Key responsibilities include:Leading end-to-end procurements related to capital upgrade works, services and consultancyContract management, including supplier relationship and performance oversightAdvising on procurement strategy, public procurement regulations (including PA23), and commercial best practiceDrafting and negotiating NEC4 contracts (Engineering and Construction / Professional Services Contracts)Providing expert commercial insight across a complex, regulated delivery environmentThe Successful ApplicantWe are seeking candidates with:Proven experience in public sector or regulated procurement, particularly involving FM, laboratory, manufacturing or technical/scientific facilitiesWorking knowledge of NEC3 or NEC4, and the ability to interpret and draft formal contract termsA commercial qualification such as TPP Practitioner, NEC accreditation, MCIPS or World Commerce & Contracting certification (desirable but not essential)Strong stakeholder engagement and supplier relationship management skillsThe ability to manage complex commercial activity in line with civil service principles, delivering value for moneyWhat's on OfferLocation & Working PatternBased in Hertfordshire, with 2-3 days per week required onsite at the organisation's science and laboratory campusHybrid working available in line with organisational policyFace-to-face interviews will be held at the siteSalary & BenefitsSalary: £44,825, aligned with SEO grade banding (fixed starting point)Excellent public sector pension and leave entitlementsFlexible working and hybrid environmentOpportunities to shape large-scale, impactful programmesNext StepsIf you're passionate about delivering commercial excellence in a purpose-led environment and bring relevant procurement and contract management expertise, we encourage you to apply.Michael Page is recruiting this role on behalf of our confidential public sector client.
