About us

The Planning Inspectorate has a long and proud history in ensuring a fair planning system. Part of central government, we are an executive agency whose purpose is to deal with planning appeals, applications for national infrastructure, local plan examinations and other planning-related and specialist casework. We do so in a fair, impartial and open way.

Our role covers three main areas:

Appeals – The right to appeal a planning decision made by a local  planning authority is a key feature of the planning system, as is appealing when an authority is taking too long. Our inspectors make well-explained decisions on everything from individual footpaths through to large housing developments, giving all involved a fair opportunity to have their say.

Applications – The planning of new national infrastructure like roads, train lines and power stations needs expertise to balance the country’s needs and developers’ plans with the likely impacts on localities. We provide a streamlined application process, providing certainty for all involved, including ministers who make the final decision on whether a project is approved.

Examinations - Succinct and up-to-date local plans should provide a positive vision for the future of each area and a framework for addressing housing needs and other economic, social and environmental priorities. We examine whether local plans from local authorities fully meet local needs and are legally compliant.

Our vision is to provide our customers with high quality, timely and efficient services that support the nation’s recovery from the COVID-19 pandemic by engaging, empowering and equipping our workforce and by delivering ambitious policy changes.

To turn our vision into reality, our Strategic Plan outlines the objectives we will be delivering over the coming three financial years. We will be focusing on delivery of three strategies - Customer Strategy, Digital and Data Strategy and People Strategy.

In focus: Digital and Data Strategy

The Digital and Data Strategy is fundamental to achieving our vision and sets out a number of medium and long-term goals. In summary:

  • Improving our services – We want to make it easier for customers to use our services. We will gather data to understand user needs and develop products and services that align with those needs.
  • Simplicity for customers – Making greater use of the data available through the planning process, we will simplify the amount of data that customers need to provide us. At the same time, we will improve the information provided to our customers so they are kept informed on case progress.
  • Enable data to move more easily across the planning system - We will be more digitally integrated into the planning system, allowing data to move more easily, reducing duplication, improving automation and the time taken to make decisions.
  • New Digital and Data Capabilities – We will invest in digital and data capabilities, upskilling our people to improve access, trust and use of the services and data we hold. We will work in the open, sharing knowledge and our work with the organisation, wider government and the planning community.
  • Provide our people with the technology needed - We provide our people with the technology needed to deliver the ambitions of our strategies and enhance their working lives.

All employees can shape their development plan with their line manager and should undertake a minimum of 5 learning days per year. We believe that the 70/20/10 model of learning is generally a good guideline for ensuring learning that is relevant, focussed, easily embedded, and balanced with business needs.

Flexible working - A working environment that supports a range of flexible working options, including flexi-time, part-time, compressed hours and home working if suitable for the role.

Up to 30 days annual leave - 25 days annual leave on entry, increasing on a sliding scale to 30 days after 5 years’ service. This is in addition to 8 public holidays, this will be complemented by 1 further day paid as a privilege entitlement to mark the Queen’s Birthday.
